Notice of Roadworks – Night works
Weather permitting, Council will be carrying out night works, road patching in Rankin Street between Howick and Russell Streets; Russell Street between Rankin and Bentink Streets and Russell Street from Havannah to Alpha Streets from Sunday March 27 to Friday April 1.
The works will be carried out from Sunday to Thursday nights between 6.30pm and 6.30am. Vehicular access residences may be affected for a short period of time.

Autumn Colours
The Autumn Colours program will incorporate the Bathurst Heritage Trades Trail and Heritage Week culminating with Proclamation Day.
The Bathurst Heritage Trades Trail is on 9-10 April with over 100 artisans exhibiting at the Bathurst Showground and Agricultural Research Station with a series of workshops and demonstrations.
The Heritage Week activities have been expanded with tours and events scheduled from Saturday 30 April including tours of the TAFE building, Uniting Church, St Stephen’s and Keppel Street and concluding with Proclamation Day on Sunday 8 May.

The NSW Seniors Festival will run from Friday 25 to Sunday 3 April with a variety of activities and entertainment available for all seniors to enjoy. Some of the highlights include a scenic drive and pub lunch at the halfway hotel Hampton, Kamahl performing at the RSL club and free active seniors exercise classes at CityFit. Council has extended the deadline for Expressions of Interest (EOI) for the Redevelopment of the former TAFE Precinct to Thursday, 31 March. This extension is in consideration of Covid disruptions experienced in the EOI timeframe to date and is to ensure high-quality proposals are received.
Blayney Road Common and Vietnam Veterans Memorial Park
A draft management plan for the Blayney Road Common and Vietnam Veterans Memorial Park has been placed on public exhibition. The management plan has been developed for the ongoing conservation and management of the woodland reserve. Feedback will close on Monday, 28 March at 4.00pm.

The Penrith Panthers will arrive in Bathurst on Thursday, 24 March ahead of the clash with the Newcastle Knights at Carrington Park on Saturday at 3.00pm.
Mayor Robert Taylor said strong ticket sales in the lead up to Saturday’s clash should see a big crowd at Carrington Park for game day.
“To date, we’ve sold more than 7,000 tickets, our best pre-game day sales to date. It is shaping up to be a great day on Saturday afternoon as the Panthers and Knights take to the ground at 3pm.
“A range of community fixtures will take place to support the match with the Peachy Richardson Shield being played on Thursday at the St Pat’s rugby league fields and the Play like a Panther coaching clinic brought to you by Reliance Bank at George Park on Thursday afternoon.
“These events will be supported by the Country Rugby League development officers with NRL COVID protocols preventing players from taking part this year.
“On Friday night, the Sportsman’s Dinner will be held at Panthers Bathurst. The evening includes a question and answer session with Panthers Coach Ivan Cleary, and co-captains Nathan Cleary and Isaah Year. Guest Speaker National Rugby League CEO Andrew Abdo will provides some insights into his time with the NRL,” Cr Taylor said.

The NSW Seniors Festival runs from Friday 25 to Sunday 3 April with a variety of activities and entertainment available for all seniors to enjoy.
Mayor of Bathurst Cr Robert Taylor said each year the festival encourages participants to be active, social and healthy and is an opportunity to make new friends or reconnect with ones we haven’t seen for a while.
“The Seniors Festival is our chance of saying thank you to senior members of our community for their service and contribution. It’s also an opportunity for different generations to come together and join with seniors to celebrate.
“The local organising committee has created a diverse program of events with highlights including a scenic drive and pub lunch at The Halfway Hotel Hampton, Kamahl performing at the RSL club and free active seniors exercise classes at CityFit.
“Council will also be providing guided tours of the Australian Fossil and Mineral Museum, the Bathurst Rail Museum plus a range of activities at the library including a movie matinee and an email workshop. A fraud awareness workshop will be held in conjunction with NSW Police at BMEC.
“I would like to encourage seniors in our community to get involved in the many wonderful events being held in and around our city,” Cr Taylor said.

Water restrictions eased
Water restrictions for the Bathurst region to be eased with effect today, Thursday 17 March.
At last night’s meeting Councillors voted to relax restrictions to level 2A with changes to watering of gardens and lawns, car washing and swimming pool fills.
Mayor Robert Taylor said it was time that water restrictions were reviewed given Chifley Dam was full but that we still need to be mindful on how we use this precious resource.
“Our community worked really well together and developed good habits to save water in February 2020 when levels in Chifley Dam fell to below 30 per cent, which was very concerning at the time,” he said.
“We need to keep minimal restrictions in place to for now to preserve water should we experience another dry summer”
What the easing of restrictions means:
Watering of Gardens/Lawns
- Before 10:00am or after 4:00pm
- For a maximum of 3 hours daily total including gardens and lawns
Car washing
- At home on lawn, using a bucket and trigger nozzle on a hose
Pools
- Top up and first fill before 10:00am and after 4:00pm
- A pool cover MUST be used in accordance with manufacturer's or supplier's instructions
Cleaning
Washing of outdoor hard surfaces such as driveways and footpaths is NOT permitted EXCEPT for health and safety purposes (washing only allowed in immediately affected area and with use of a high pressure/low volume water device), or prior to painting.
Council anticipates keeping these restrictions in place until Chifley Dam reduces to 80 per cent capacity.

Council is applying for a permanent additional special rate variation of 2.5 per cent to ensure continued financial sustainability and to deliver a budget in line with what was planned in the four-year Delivery Program and Operating Plan 2021-2025.
Mayor Robert Taylor said the special variation will allow Council to maintain the status quo in terms of the budgetary planning process and maintain services to the community.
“The 2.5% increase will raise an additional $737,108; which is less than $40 per year on an average rate bill,” he said.
Council had planned and developed the budget for the 2022/23 financial year on a rate peg increase of 2.5%, with a growth factor of 1.3%, (in line with advice from IPART) but the rate peg was limited to 0.7% by IPART (plus a 0.2% increase for population growth), a total of 0.9%, resulting in a budgeted income loss of almost $500,000 for the financial year.
In addition, Council had also developed its four-year delivery plan and operating budget using a rate increase of 2.5%. The lower than expected rate peg will result in a budgeted loss of almost $500,000 which will impact on Council’s financial sustainability and delivery of services to the community.
It is anticipated that IPART will make the application open for community feedback for three weeks and is expected to make a decision on the application by 21 June.

Update on the works at the Bridle Track
Works are progressing on a two-kilometre bypass at Monaghan’s Bluff to reopen the Bridle Track.
The necessary approvals and surveys have all been undertaken and the contractor is currently onsite and has completed repairing a major culvert. The track requires several kilometres of new road to be constructed on a new road alignment with reopened track to remain as four-wheel-drive access only.
Mayor Robert Taylor said that works are progressing well on this lengthy and complex project.
“The reopening of the Bridle Track will bring economic benefits to Hill End and the rest of the region,” he said.
Member for Bathurst and NSW Deputy Premiere Paul Toole said it was great that works are underway on the route bypassing Monaghan’s Bluff.
“The route will not only provide a boost to tourism in the region but also improve connectivity for residents who live in that area,” he said.
“The new route will be highly popular with four-wheel driving enthusiasts, anglers and campers keen to explore the area, and provide a second direct access road to the historic village of Hill End.”
The NSW Government has provided $ 2 million in funding towards the project.

Code of Meeting Practice
The Code of Meeting Practice for Bathurst Regional Council is made under Section 360 of the Local Government Act 1993 and the Local Government Regulation 2005. The code applies to all meetings of Council and Council’s committees of which all the members are councillors.

Transport for NSW has advised that access to Eugenie Street from the Great Western Highway will be closed for a period of two weeks, with a detour in place via Nile Street, until 5pm on Friday 4 March. Intermittent stopping and a reduced speed limit of 40km/h will be in place during work hours, between 7am and 6pm, from Monday to Friday.
Access to Eugenie Street between the Great Western Highway and Christie Street will be for residents only.

Council and the Bathurst District Historical Society present the ninth Theo Barker Lecture at BMEC on Thursday, 17 March at 6pm. Award winning historian, Stephen Gapps, will tell of the occupation of Wiradyuri Country and the resistance warfare between 1822 and 1824 around the Bathurst region. The lecture is free to attend. Inland Sea of Sound
Tickets are on sale for Inland Sea of Sound which will feature a series of events at KeyStone 1889, The Victoria and BMEC. The event will run from 23 – 26 February 2022.
Headliners Vika & Linda Bull will perform at BMEC on Saturday 26 February.
The festival also features the Regional Song Content Showcase. Song writers from across the Central West are encouraged to submit original songs for the content. Entries close 5pm 4 February. The top songs will be performed at Keystone on 23 February.

Tafe Precinct EOI
Council has extended the deadline for Expressions of Interest (EOI) for the Redevelopment of the former TAFE Precinct to Thursday, 31 March. This extension is in consideration of Covid disruptions experienced in the EOI timeframe to date and is to ensure high-quality proposals are received.
Code of Meeting Practice
The Code of Meeting Practice for Bathurst Regional Council is made under Section 360 of the Local Government Act 1993 and the Local Government Regulation 2005. The code applies to all meetings of Council and Council’s committees of which all the members are councillors.

Payment of Expenses and Provision of Facilities for Councillors
Council is required to adopt a policy for the payment of expenses and provision of facilities to the Mayor, Deputy Mayor and Councillors. The policy identified expenses that will be paid and facilities that will be provided in relation to discharging the functions of civic office.
Council is seeking feedback on the payment of expenses and provision of facilities for councillors policy.

Council is undertaking community consultation to develop the Aboriginal Commitment Strategy. The strategy will guide Council in working effectively and collaboratively with the Aboriginal community of Bathurst.
