    Vital infrastructure projects such as the Suttor, Mitre and Lambert street roundabout, the strengthening of the Winburndale Dam wall and the installation of the CCTV network are continuing.


    Mayor Bobby Bourke said these projects are moving ahead within the city and around the region to secure and enhance Bathurst’s future.


    “The projects are essential to progress for as long as possible as they help our city to grow and move forward. Crews working on Council sites are practicing appropriate social distancing measures, he said.


    Project updates:


    CCTV


    Council is installing Closed Circuit Television in parts of the Central Business District. The project is funded with $400,000 from the Federal Government and a $250,000 contribution from Council.


    The CCTV scheme is aimed at increasing safety and deterring crime and antisocial behaviour. Installation of the CCTV is a staged rollout, with stage one commissioned in July last year. The second stage of the project includes the expansion of the control centres, laying of fibre and installation of ten cameras along William St, Keppel St, Russell Street, Howick & George Street.


    Around 80 percent of the underboring work has been completed. Work is now continuing down William street past the old TAFE building.


    Winburndale Dam Wall Strengthening


    The work to strengthen the Winburndale Dam wall is continuing and is approaching 25% complete. The project involves a number of strengthening works including securing the base of the dam wall, and a series of ground anchors being installed to reinforce the wall which was originally built in the 1930s. The upgrades will ensure the structural integrity of the dam and will secure the water storage capacity. Council has received $2.25 million from the State Government Safe and Secure Water Program for this project with Council also contributing over $7.5 million to the project.


    Suttor Mitre Lambert Street


    Extensive work is currently being done on service identification and relocation which involves gas, water, telecommunications and electricity. Work on the large diameter rising mains will continue into April. In August 2019 the tender for construction of the roundabout was awarded to Talis Civil Pty Ltd valued at $2, 209 899.40.


    Multipurpose Sports Courts Perthville and Wattle Flat


    Construction of Multipurpose Sports Courts at Perthville and Wattle Flat are continuing. The facilities will promote and encourage fitness and a healthy community lifestyle.


    Line marking is currently being done on the courts at Wattle Flat, with some further minor fencing is to be completed. The majority of court fencing is complete at Perthville with court painting/line marking still to be done.


    Council has contributed $250,000 towards the Perthville project, while the remaining $294,118 came from the State Government's Stronger Country Communities fund. The Wattle Flat project received a contribution from the Federal Government’s Australian Sports Commission Community Sport Infrastructure Fund of $200,000.


    Mount Panorama Boardwalk


    Work is continuing on a new pedestrian boardwalk at Mount Panorama that will improve pedestrian safety. The construction of the bulk of the path for section one of the walkway is complete including the addition of a new opening in the safety barrier at the start of the walkway. Finishing works in this area to commence shortly. Works have commenced on elevated walkway with installation up to platform 1 90% complete. Manufacturing for the remained of the elevated portion is being finalised, with installation to commence shortly. The project cost is $2 million with the State Government contributing $1 million.


    Perthville Levee


    Flood mitigation works at Perthville is the last stage of Bathurst Flood Mitigation Plan, which was adopted by Council in 1995. The project will see more than one kilometre of levee constructed to protect properties on the eastern side of Queen Charlotte’s Vale Creek. It adds to the network of more than 10km of levee that has been constructed by Council in recent years. Stage two of works at Perthville is funded by NSW Govt Floodplain Management Program contribution of $1.7m with $850,000 from Council.


    The majority of earthworks are now complete. Installation of concrete levee will commence shortly. Works to complete pump station structures are underway.

    The Bathurst Visitor Information Centre (BVIC) is inviting the community to “Take A Moment” through a new online campaign.


    The initiative encourages everyone to take a moment of self-care and revitalisation, but also to “take” a moment and capture an image to share that special moment with your community. Use the hashtag #TakeAMoment when sharing on social media and checkout the gallery at visitbathurst.com.au for inspiration.


    Examples of “Take a Moment” could include a great takeaway from one of Bathurst’s many outstanding restaurants, a moment to sip a cup of coffee while catching up on a call to an old friend, a moment to exercise with a walk along the Macquarie River or to push yourself with a run around Mount Panorama.


    Mayor Bobby Bourke said the latest campaign from BVIC was a part of a broader marketing initiative to both celebrate community resilience as well as to position the Bathurst region for future travellers.


    “There will inevitably be a time when the current travel restrictions will be relaxed and Bathurst is strongly placed to be at the forefront of an early recovery for the visitor economy. The early recovery is highly likely to favour domestic travel to regional areas, and we are making sure that we keep a strong destination presence to keep our region in the attention of these future travellers,” he said.


    “We know we need to practice social distancing at this time, but we can maintain community closeness and connections online #TakeAMoment is all about this sense of closeness and reminding each other that we can still find so much here to celebrate.”

    2020 Clubgrants Scheme
    Council invites local community organisations to apply for funding from the 2020 ClubGRANTS Scheme. The Program allows registered clubs with annual gaming machine revenue exceeding $1 million to apply a percentage of their gaming machine revenue to community development and support projects.


    Projects in the following categories may qualify for category one funding:


    ·Community welfare and social services

    ·Community development

    ·Community health services

    ·Employment assistance activities.

    Heritage Assistance Grants


    Applications are now invited for small grants for the following funds:


    Bathurst Region Heritage Fund

    Provides small grants for the repair and maintenance of older buildings in the region. The program is supported by the NSW Heritage Branch of the Office of Environment and Heritage.


    Bathurst CBD Main Street Improvement Fund

    Provides small grants to assist property owners and tenants to improve, repair and maintain buildings within the Bathurst CBD.


    Bathurst Region Interpretation Fund

    Provides small grants for the preparation of Conservation Management Plans, historic publications and interpretation projects to promote and interpret the region’s history.


    All applications close Friday 29 May. Applications for funding must be made on Council’s application form which is available on Council’s website at www.bathurst.nsw.gov.au or from the Civic Centre. For more information call 6333 6211.

    Livestreaming story times and craft sessions on Facebook, introducing temporary eMemberships, and expanding the digital resources available on its website are some of the ways Bathurst Library is providing services during the current COVID-19 restrictions.


    Mayor Bobby Bourke said many areas of Council are adapting their programs and making them available online.


    “Library staff have been busy behind the scenes developing online content for their members and our residents. The team has been very creative and has already held a very popular online story time session,” he said.


    Manager Library Services Patou Clerc said the doors at Bathurst Library may be closed but staff are still providing library services to residents, just in a different way.


    “We’ve had to work quickly but we are now offering live storytelling and virtual kids’ programs via Facebook, which have received great feedback from the community,” Ms Clerc said. “We are also boosting the research and information resources available on our website, including a new Kids Online page, which offers interactive stories, literacy skills, online learning games, coding and much more.”


    Ms Clerc said the library’s free eLibrary will also prove invaluable to residents during this time as it offers thousands of eBooks, eAudiobooks and eMagazines that can be downloaded to your smartphone, tablet or computer.


    Current Bathurst Library members can already access these resources with their membership number and PIN. However, a new eMembership has been introduced so more people can join the library and obtain access to a wide range of eResources, such as film streaming.


    “Simply go to our website page to join up and we will email you all the details on how to get started,” Ms Clerc said. “This will be a temporary membership but it can be easily transferred to a permanent membership when the library doors open again.”


    While loan periods have been extended from four to eight weeks, anyone wishing to return items can do so by placing them in the returns chute (near the doors). Staff are also currently available to answer any queries from 9am to 5pm Monday to Friday.     Bathurst Regional Council has taken immediate action to respond to the raft of changes announced by the State and Federal Government in response to the COVID-19 pandemic.

    Mayor of Bathurst Cr Bobby Bourke said Council has acted quickly to close relevant facilities to ensure we are assisting in helping prevent the spread of COVID-19.

    “It is important we follow these guidelines to help slow the spread of COVID-19. We understand these closures will have a significant impact on our community and we are working to provide alternate business delivery methods for facilities like our library and information centre during the closure. Given the speed at which this decision has been made it will take us a day or two to get these new systems in place.

    “We will continue to communicate with the community as this situation continues,” Cr Bourke said.

    As of 12noon today Council has closed:

    · Bathurst Library

    · Bathurst Regional Art Gallery

    · Australian Fossil & Mineral Museum

    · Chifley Home

    · Bathurst Rail Museum

    As of close of business Tuesday 24 March:

    Facilities which remain open but with social distancing and/or other restrictions:

    · Small Animal Pound – pet adoptions available by appointment only

    · Bathurst Children’s Services - open with appropriate social distancing and only attend if you are well

    · Kelso Community Hub – NSW Health continuing to use for their clinics. Other BRC and third party services suspended

    · Aerodrome – open with appropriate social distancing. Regional Express Airlines (REX) has flagged that flights will cease from 6 April

    Council’s essential services including water, sewer and waste are priority services and Council will ensure these continue. Other services like building and food inspections will occur when necessary and appropriate.

    Flying Fox Habitat Tree Planting

    10am - Sunday 29 March

    Help rebuild habitat for our city’s grey-headed flying foxes. Don your gardening gloves, embrace

    the outdoors and lend us a hand to help replant native trees that were recently vandalised along

    the banks of the Macquarie Wambul River! Commencing at 10am at the end of Morrisset Street (just near the Wastewater Treatment Plant) on the banks of the Macquarie River, adults and

    kids alike can assist in planting native trees, that once mature, will provide important habitat for

    this threatened species.

    All equipment is supplied and volunteers are encouraged to wear enclosed shoes and a wide

    brimmed hat. Although the Flying Fox Habitat Tree Planting Day is an outdoors event, Council will have health and safety measures in place to control the spread of Coronavirus (COVID-19). Facilities will be made available for regular hand washing with soap and water, and social distancing processes will be implemented. If you are feeling unwell on the day please remain at home.     These events include the Sustainable Living Expo, the Hi-Tec Oils Bathurst 6 Hour and the Heritage Trades Trail.

    Mayor Bobby Bourke said given the current climate community safety was paramount.

    "While it's disappointing to see these events cancelled, community safety takes priority," he said.

    "Bathurst Regional Council continues to follow the advice of the state and federal health departments on how to respond to COVID-19,”.

    Fundraising opportunity at the Bathurst Cycling Classic

    Are you a part of a local sporting club or community group that is looking for an opportunity to fundraise?     Sustainable Living Expo

    Fast Ed from Better Homes and Gardens will be the guest speaker at this year’s Sustainable Living Expo on Saturday, 28 March. The expo is on from 8.00am to 1.00pm and runs in conjunction Bathurst Farmers’ Markets. The event will also feature a range of exhibitions, workshops, an interactive children’s show promoting water conservation and the return of the popular Shoalhaven Zoo to You.

    In the lead up to his appearance at the expo, Fast Ed will host ‘Cooking with Ed’ on Friday, 27 March from 7.00pm at Bathurst Showground. The event features a cooking demonstration, question and answer session and autograph session.

    Bathurst Region Heritage Fund

    Provides small grants for the repair and maintenance of older buildings in the region. The program is supported by the NSW Heritage Branch of the Office of Environment and Heritage.

    Bathurst CBD Main Street Improvement Fund

    Provides small grants to assist property owners and tenants to improve, repair and maintain buildings within the Bathurst CBD.

    Bathurst Region Interpretation Fund

    Provides small grants for the preparation of Conservation Management Plans, historic publications and interpretation projects to promote and interpret the region’s history.

    Bathurst Region Macquarie Medal Project/Scholarship

    Applications are now invited for a supporting grant or scholarship to undertake a major work or learning in the following areas:

    Conservation, maintenance and adaptive reuse projects of heritage items or at risk buildings and sites of heritage value within the Bathurst region.

    Promotion and interpretation of the history and heritage of the Bathurst region, its building and places, natural environment, people and projects and their embedded stories and enhance community reflection and understanding about the Bathurst region’s history.

    Support the learning in heritage management and conservation.

    Foster and support the growth of heritage trades and practices.

    A grant of up to $10,000 (paid over two years) is available to the winning project or area of learning.

    Applications for funding must be made on Council’s application form which is available on Council’s website at www.bathurst.nsw.gov.au or from Council’s Environmental, Planning and Building Services Department, Civic Centre, Russell Street, Bathurst.

    The closing date for applications is Friday, 13 March 2020. Further information can be obtained by contacting Council on 6333 6211.

    Harmony Day Celebrations

    Council, in partnership with the Neighbourhood Centre, will be hosting a free community event to celebrate Harmony Day on Saturday 21 March 2020 from 10am to 12noon at the Bathurst Library/Art Gallery Forecourt in Keppel Street. The event will feature multicultural food and entertainment including a drumming circle, young musicians playing didgeridoo and multicultural dancers.

    There will also be craft activities for all to enjoy. Attendees are encouraged to wear their national dress. Multicultural Storytelling will also be held at 11am in the Bathurst Library.

    Manning Aquatic Centre Pool Maintenance

    The leisure pool (children’s pool) and the program pool will be closed from 16 March to 27 April for maintenance. All programs will be held in the 25m pool over this period. The temperature of the pool will be increased, and temporary stair access will be installed for greater accessibility. For more information visit bathurstaquatic.com.au

    Council’s Winburndale pipeline and stormwater harvesting projects will be included on the State Government’s critical needs list.

    Mayor Bobby Bourke welcomed the announcement and said the move will reduce the timeframe and extend approvals that are normally required for infrastructure projects.

    “Council is continuing to work closely with the State Government on projects that will increase our city’s water supply sources and I would like to thank MP Paul Toole and Minister forWater Melinda Pavey for their support,” he said.

    “I would also like to thank my fellow Councillors for their support while we have been working through this process.”

    “I would also like to again commend everyone in our community for their commitment to preserving our city’s water supply during the warmer months. The effort that everyone has made has gone a long way to saving this precious resource,”.

    In November last year the State Government contributed $10 million towards funding for a pipeline from Winburndale and stormwater harvesting.

    The Winburndale pipeline involves a replacement pipeline to deliver water to the water filtration plant to make it suitable for drinking and used to supplement the water in Chifley Dam.

    The stormwater harvesting project will capture the stormwater run-off in holding dams which will be directed to the water filtration plant.

    Planning is currently underway on the pipeline from Winburndale to the Water Filtration Plant and the design and procurement for stormwater harvesting is being finalised with approval processes being actioned.
