Father’s Day at the National Motor Racing Museum

Sunday 3 September sees the return of the very popular Fathers’ Day event at the National Motor Racing Museum. There will be free entry for all Dads on the day, as well as the chance to take a lap of Mount Panorama in one of our awesome replica race cars! This year, we’ll have the Cortina, Mini Cooper S, Falcon GT, Monaro GTS or the Pepsi Falcon Supercar, and every lap booked for Fathers’ Day goes into the draw for some awesome prizes, including a grid walk at the Bathurst 1000, thanks to Supercars. Road Closure - Alpha Street

A report going to the Council meeting on Wednesday, 16 August will seek the endorsement for community consultation on a potential application to the Independent Pricing and Regulatory Tribunal (IPART) for a permanent Special Rate Variation (SRV).

The report recommends an SRV which consists of 43.5 per cent in 2024-25 (including the forecasted rate peg of 3.5 per cent) and 17.5 per cent in 2025-26 (including the forecasted rate peg of 2.5 per cent), representing a cumulative Special Variation of 68.6 per cent over two years, which is Option 2 in the draft Long Term Financial Plan.

General Manager David Sherley said Council has supported a steadily growing population and maintained its infrastructure and services within the scope of its revenue growth, in line with the rate peg increases established by the NSW Government.

“In recent years, however, this has become increasingly difficult: the recent COVID-19 pandemic; the impacts of recent weather events on local infrastructure; and the current highly volatile inflationary environment, which has increased Council’s costs faster than its revenue growth, have all placed considerable stress on Council’s budget,” he said.

“With costs out-stripping revenue, resulting in operating deficits, Council has needed to utilise its cash reserves and reduce infrastructure renewal and maintenance to ensure a balanced budget. Council has introduced a large range of efficiency measures to reduce operating expenses, and in some areas, has also been able to utilise State and Federal Grants to fund infrastructure renewal and operations. However, with unrestricted cash balances dwindling and State and Federal budgeting constraints reducing the likelihood of future substantial grants; Council must consider increasing rates revenue to adequately fund its current services and infrastructure needs.”

If Council votes to proceed with community engagement, there will be a range of information available to the community including dedicated information sessions and opportunities to provide feedback.

Marang Connections | Family Fun Afternoon

An afternoon with activities is being provided by Creative Community Concepts, Bathurst Library and headspace Bathurst. Enjoy ice cream and a free barbecue at the Kelso Community Hub on Thursday, 10 August from 3:30pm – 5.00pm

Transport will be available and can be booked by calling 6333 6523 before Monday 7 August.

The activity is suitable for young people aged 8 -16 years. Marang Connections is funded under the joint Australian Government - NSW Government Disaster Recovery Funding Arrangements 2018.

Businesses and non-profit organisations within the Bathurst region may apply for funding of 50 per cent of project costs, up to a maximum grant amount of $5,000. Projects must be completed within the 2023/2024 financial year to be eligible to apply for a grant. Retrospective funding can be considered providing the project is completed in the current financial year.

Members of the Bathurst community are invited to join a Council delegation to England in May 2024, as part of a friendship city visit to Cirencester.

Mayor Robert Taylor said Bathurst and Cirencester formalised a friendship agreement in December 2020 with the signing of a Memorandum of Understanding (MOU) the two cities.

“The friendship agreement has grown out of ongoing relationship since 2015 when the Earl and Countess Bathurst visited for the Bathurst 200 celebrations. At that time discussions were held to develop a sister city relationship between the two communities,” he said.

“A planned visit to Cirencester in May 2020 was postponed because of COVID, and Council formally signed the MOU with Cirencester via a virtual video call in December.

“We are now looking to re-schedule the visit for May 2024, and the visit is an opportunity for Council and community members to continue to build on the cultural exchange between our two cities.

“The itinerary for the delegation is still being finalised, but Council is keen to hear from any community members who are interested in joining the delegation, at their own cost, to get in touch.”

Bathurst – Cirencester Friendship Agreement

The Friendship Agreement explores opportunities for the collaborative development of research, the organisation of joint academic, cultural and artistic activities, the exchange of research teaching personnel and students, the exchange of publications and other material of common interest, the exchange of business and commercial interest and such other collaborative activities.

Join us on Sunday, July 30, 2023, for National Tree Day and lend a hand to help plant native plants along the banks of the Macquarie Wambuul River

Mayor of Bathurst Cr Robert Taylor said since 2008 community tree planting days have resulted in more than 88,000 trees and shrubs being planted throughout the LGA. In 2022 more than 4,000 native trees and shrubs were planted at the community tree planting days.

“Our next tree planting day will co-incide with National Tree Day on Sunday 30 July and will be held next to Evans Bridge in the Baillie Street open space reserve.

“We welcome adults and kids alike to participate in planting native trees, shrubs, and grasses. These plantings will not only provide important habitat for local wildlife including the threatened Trout Cod and elusive Platypus but also improve the health and function of this much-loved river.

“After all the hard work is done, Council will host a free barbecue lunch for the volunteers.

“Come along, no experience is is needed, and we will provide all the necessary plants and equipment. Remember to bring your own water, sunscreen, hat, suitable shoes, and outdoor clothing,” Cr Taylor said.

Parking is available at the corner of Havannah Street and Kendall Avenue, Bathurst. Four-wheel drive (4WD) only vehicle access to the planting site is ONLY permissible for volunteers with a disability. This access is available via Snudden Park, 21 Durham Street and follow the road along the levee to the planting site.

Council in partnership with the Bathurst Regional Access Committee provides grants to assist businesses and non-profit organisations improve access and inclusion to their place of business/organisation.

Businesses and non-profit organisations within the Bathurst region may apply for funding of 50 per cent of project costs, up to a maximum grant amount of $5,000. Projects must be completed within the 2023/2024 financial year to be eligible to apply for a grant. Retrospective funding can be considered providing the project is completed in the current financial year.

Community sentiment on Flying Foxes

Council is seeking to capture community sentiment and opinions on flying-foxes in the Bathurst region as part of the Local Government NSW-funded Macquarie Wambuul River Bathurst Flying-fox Camp Habitat Restoration Project.

Flying-foxes are seasonal visitors to the Bathurst region arriving in spring and moving on to warmer locations when the temperature drops too low. The main species that visits our region is the threatened grey-headed flying-fox and the little red flying-fox.

Control Plan and Engineering Guidelines - Laffing Waters Master Plan and Earthworks

Council is exhibiting a detailed amendment to its Development Control Plan to implement the vision of the Laffing Waters Master Plan adopted by Council in 2019.

The Laffing Waters Master Plan provides the framework for delivering 2,000+ houses at Laffing Waters over the coming decade.

Swimming pool inspections policy

Council is seeking feedback on its Swimming Pool Inspection Policy. The policy deals with issues such as the inspection of residential properties at the point of sale or lease; the inspection of properties used for tourist visitor accommodation; and the charging of fees for undertaking inspections.

Community participation plan

Council has prepared an amendment to the Bathurst Regional Community Participation Plan 2019 (CPP). The CPP identifies how and when members of the community can become involved in Development Applications and Strategic Planning Initiatives, under the Enviornmental Planning and Assessment Act 1979.

The draft CPP is on exhibition from 3 July 2023 to 31 July 2023.
