The Penrith Panthers will arrive in Bathurst on Thursday, 29 April ahead of the sold-out clash with the Manly Sea Eagles on Saturday at 3.00pm.
Mayor Bobby Bourke said the Panthers have a busy schedule of activities that has plenty of opportunity for community members to meet team members.
“Players and coaching staff will take the time out of their training schedule to get involved in our community ahead of the big game. There’s several opportunities to meet and greet their favourite Panthers players,” he said.
“I would also like remind everyone to plan ahead and allow extra time for travel as the NRL will be held on the same weekend as the Royal Bathurst Show.”
To ensure everyone gets to the game with ease, there’s a range of transport options available:

Council’s Response to the Bathurst Town Centre Master Plan
Council’s response to the Bathurst Town Centre Master Plan titled ‘Future Proofing our CBD’ is now on public exhibition.
The Bathurst Town Centre Master Plan provides a vision for improving seven city blocks within the Bathurst CBD. Allen Jack + Cottier Architects (AJ+C) was invited to prepare the master plan for Council.
The project was co-sponsored by Charles Sturt University which was investigating the opportunities for a Bathurst CBD Campus. As CSU has decided not to proceed with an investigation of a CBD campus, several options explored for campus facilities have been identified as open opportunities for other uses.
Mayor Bobby Bourke said the ‘Future Proofing our CBD’ report is Council’s response to the Bathurst Town Centre Master Plan and summarises the key concepts that are proposed.
“The response supports the master plan’s core principle of a ‘people-first’ approach to street design but balances that approach against the community’s desire to ensure adequate parking and vehicle access can be maintained and enhanced within the CBD,” he said.
The response does not recommend wholesale adoption of the master plan but outlines elements appropriate for consideration of their future implementation. It identifies options to trial many concepts within the master plan that put ‘people-first’ without undertaking permanent change in the short to medium term.

Household Chemical Cleanout - Friday 30 April
Council will once again be running the popular Household Chemical Cleanout on Friday 30 April at the Cooke Hockey Complex from 8am to 4pm. Items such as paint, pesticides, pool chemicals, garden chemicals, solvents, household chemicals, smoke detectors, fluorescent light globes & tube and old gas bottles will be accepted. CBD CCTV - Stage 3
Works are underway on Stage 3 of the CBD CCTV project. The project will see the installation of fibre optic cable and CCTV cameras in several location in Havannah Street.
Works will occur between 7am and 4pm weekends. While under boring works occur there will be some noise and an impact on parking in the areas where the work is occurring.
Havannah Street will remain open to traffic while the works occur.

Since March 2020 Council’s Rangers have taken an educative approach to parking enforcement, issuing cautions for many offences rather than Penalty Infringement Notices Council has taken this approach to enforcement to support the local businesses and the community during the difficult period over the last twelve months.
Over a number of weeks, Council Rangers will escalate enforcement practice to ensure fair and equitable access to parking for all members of the community. This will include restrictions in school zones, bus zones, no parking areas and time restrictions in the carparks.

Funding is available through the:

NRL tickets on sale
Tickets for the NRL clash between the Penrith Panthers and the Manly Sea Eagles are now on sale. The game will be held on Saturday, May 1 at 3pm. Council will offer three tiers of pricing to encourage early ticket sales.

Bathurst Waste Management Centre temporary closure
The Bathurst Waste Management Centre will be closed all day on Thursday, 22 April 2021 to the general public only, to replace flooring in the Gatehouse. Applications are now open for small grants to assist local property owners and community groups to restore, repair, promote and interpret the region’s heritage.
Mayor of Bathurst Cr Bobby Bourke said the annual funding round provides assistance to owners of older properties in the Bathurst and community groups with an interest in Bathurst’s heritage and history and owners of properties in the CBD with heritage works.
“The funding round has invested hundreds of thousands of dollars back into the preservation of buildings and interpretative works since its inception.”
Funding is available through:
Bathurst Region Heritage Fund 2021/2022
Council, in conjunction with NSW Heritage, is inviting applications for small grants to assist local property owners to repair and conserve older properties in the Bathurst Region.
Owners of heritage items and owners of older properties in the city of Bathurst, the villages, and the rural areas are eligible to apply for funding.
This is the 23rd year Council has run this program. In that time Council has provided over $820,000 of funding assistance to over 830 projects with a total value at completion of over $7.4 million.
Projects that have been completed under this program have included such works as the reroofing of dwellings, external repainting of buildings, repairing of external timber work and joinery, replacement of gutters and downpipes, provision of ventilation under buildings, repair of verandahs, re-pointing and rebuilding of brick walls and underpinning.
The Bathurst Region Heritage Fund is Council’s key program to seek to encourage private property owners to maintain their older buildings for the betterment of the whole community in terms of enhancing the heritage quality of the region and enriching our sense of place.
Grants of up to $5000 (but not exceeding 50% of the value of the project) will be offered to successful projects.
The minimum value of works for each project application is $3,000.00.
Bathurst CBD Main Street Improvement Fund 2021/2022
Council has completed the Bathurst CBD Main Street Study Review. The Study identified opportunities to improve, repair and maintain buildings within the Bathurst CBD. To support the study Council is inviting applications for small grants to assist local property owners to undertake the recommendations of the study, improve and repair buildings within the Bathurst CBD.
This is the 6th year Council has run this program, with a highly successful program run last year. It is anticipated projects eligible for funding will include such works as reinstatement or instatement of verandahs, repairing and/or cleaning brickwork or stonework, repainting of the façade or removal of obtrusive additions or inappropriate signage.
The Bathurst Main Street Improvement Fund is aimed at improving, repairing and maintaining buildings within the Bathurst CBD for the betterment of the whole community in terms of enhancing the heritage quality of the region and enriching our sense of place.
Grants of up to $10,000 (but not exceeding 50% of the value of the project) will be offered to successful projects.
The minimum value of works for each project application is $5,000.00.
Bathurst Region Interpretation Fund 2021/2022
Council is inviting applications for small grants to assist local property owners, local heritage trusts, organisations or community groups for the preparation of Conservation Management Plans, historic publications and interpretation projects to promote and interpret the region’s history.
Owners of heritage items and groups with an interest in Bathurst’s local heritage are encouraged to apply for funding.
This is the 11th year Council has run this program. In that time Council has provided over $150,000 of funding assistance to over 75 projects with a total value at completion in excess $600,000.
Projects that have been completed under this program have included interpretive brochures on public and private buildings such as Raglan Railway Station and books highlighting the history of Sofala.
Grants of between $500 and $5000 (but not exceeding 50% of the value of the project) will be offered to successful projects.
There is no minimum value of works for each project.
Applications for funding must be made on Council’s application form which is available from the YourSay Bathurst website or from Council’s Environmental, Planning & Building Services Department.

Mayor of Bathurst Cr Bobby Bourke said trees are an important part of a healthy streetscape, especially within an urban environment. They provide amenity to the street, help to reduce ambient temperatures within residential subdivisions and provide essential habitat to many native animals that need to coexist within our built environment.”
“In addition to the thousands of trees, shrubs and ground cover plantings undertaken each year within the Bathurst Region, Council also provides a street tree planting program of appropriate street trees as new residential subdivisions come online. The tree species selection and their planting locations are carefully selected in respect to the mature growing size of the tree, shade and sunlight requirements, service locations, access and visibility requirements for pedestrians and essential road safety requirements that must be complied with. Council generally allocates one tree per residential property when new subdivisions are being developed.”
“If residents wish to plant additional trees within the verge area, it is essential that they first contact Council for advice and permission. Trees, shrubs and other plantings are not to block verge access for pedestrians or service authorities, nor create sight visibility issues or restrictions to road users.”
“Residents are also restricted from constructing such items as garden beds or placing landscaping hardworks / infrastructure within the verge areas, especially without prior Council approval.”
“There are specific alignments within the road verge where trees and shrubs should not be planted, and there are clearance requirements that need to be maintained in relation to electricity infrastructure, driveways and street intersections,” Cr Bourke said.
Approval from Council before planting will ensure that residents and property owners are not subjected to expensive removal costs, should inappropriate plantings within the verge become a concern as these trees or shrubs grow to maturity. Council also encourages property owners and residents to ensure that any vegetation within their property is regularly pruned to ensure that it does not restrict pedestrian access within the verge. This is especially the case where vegetation encroaches onto concrete paths that are used by people with mobility aids and wheel chairs.

Women for Election Workshop
Women for Election Australia (WFEA) is running a free workshop aimed at equipping more women to run for local government. The six-hour workshop will be held on Friday 30 April at Council chambers from 9.00am to 3.00pm.

Youth Week (April 16-24) is a celebration for young people with a variety of events and activities to acknowledge their contribution to the community.
Mayor Bobby Bourke said it’s organised by young people, for young people in our community.
“Our region’s young people provide a valuable contribution to our community and Youth Week gives them the chance to express their views and ideas, act on issues that affect their lives and plan and participate in activities,” he said.
Youth Week will be celebrated with the following events:
Fitness for Fun
Fitness for Fun will be held on the oval at the Kelso Community Hub. The day will commence with a free barbecue lunch followed by fun and fitness activities organised and run in collaboration with Seventh-Day Adventist Church.

Jurassic Park after Dark
Come along to Australian Fossil and Mineral Museum for a spooky tour in the dark of night when all things are still or are they? There will be stories and scary facts told about dinosaurs and creatures existing more than 230 million years ago. Bring a torch, bring a friend. Pizza dinner included.
