During the extremes of the last drought, Council considered several short-term critical water projects that could be implemented to provide additional sources of water supply for the Bathurst region. The project that showed the most merit was the Bathurst Water Harvesting Project where modelling showed an increase in the secure yield of approximately 1,500ML per annum. During the drought, this amount of water represented approximately one third of Bathurst’s water needs whilst extreme water restrictions remained in place. The Water Harvesting Project contains three main elements, the first being a 36ML storage pond off Morrisett Street, upstream of the Wastewater Treatment Works. This will be filled with river water from a pumping station adjacent to the Macquarie River and pre-treatment systems will be installed at this location to cater for variability in water quality. Once the water is harvested and collected, the water will be pumped via a pipeline to the Water Filtration Plant for full treatment so that is safe to drink (meeting Australian Drinking Water Standards). At the Water Filtration Plant, a new 8ML storage pond is being constructed to hold the harvested water ready to feed into the filtration system for full treatment. The estimated project cost is $21 million.

    Russell and Alpha Streets Council advises that a temporary road closure will take place from 15 April 2024 to 26 April 2024 at the intersection of Russell and Alpha Streets. Detours will be in place. This closure is for the pipeline works associated with the water harvesting project works.

    Temporary Road Closures – Russell & Alpha Streets

    Partial road closures are in place along Russell and Alpha Streets from Monday 15 January with traffic control in place.

    A temporary road closure will be in place on Russell Street (at the corner of Alpha Street) for two weeks from Thursday 18 January.

    Road closures will also be in place in Alpha Street, from the corner of Russell Street to Carlingford Street from late January for four weeks.

    Road closures will be in place between 7am and 6pm Monday to Friday.

    Detours will be in place.

    This closure is for pipeline works associated with the water harvesting project works.

    A temporary road closure will be in place from Monday 16 October 2023 until Monday 27 November 2023 in the following locations: - Stewart Street between Kefford Street and Stanley Street - Stanley Street between Stewart St and Jordan Creek Road closures will be from 6am to 6pm – with access limited to residents only within the area.     Site establishment for the water harvesting works will commence on Gormans Hill Road and Russell Street on Monday, 3 July.

    Partial road closures will occur from 3 July through to 14 July to allow for trenching and laying of pipes across Gormans Hill Road at the intersection of Gormans Hill Road and Waterworks Lane, and at the intersection of Russell and Alpha Streets.

    Traffic control will be on site from 7.00am to 5.00pm and outside of these hours the road will fully reopen. Once the trenching has been completed on Gormans Hill Road the works will then move to Waterworks Lane under traffic control.

    Once the works at the intersection of Russell and Alpha Streets have been completed further works will occur along Alpha Street under traffic control.

    The water harvesting project will boost the city’s water security by providing extra drinking water supply. The scheme will include a 36 megalitre storage pond off Morrisset Street to capture stormwater runoff from drains and catchments and an 8 megalitre storage pond at the Water Filtration Plant.

    Water harvesting works will commence on Alpha Street which will impact part of Russell Street on Monday 15, May.

    The project will involve trenching and laying of pipes with partial closures of lower end of Russell Street (adjacent to the gas works) and Alpha Street for a period of approximately twelve weeks.

    The works will occur from 7.00am to 5.00pm weekdays which will entail partial road closures. The roads will be fully reopened outside of these times. The works will occur in stages, so there will be minimal disruption to parking near the soccer fields.

    The water harvesting project will boost the city’s water security by providing extra drinking water supply.     Hynash Constructions Pty Ltd were awarded the Design and Construct contract for the Water Harvesting Project following the Council meeting of 20 July 2022. Hynash have now completed the design scope for the project and are progressing with construction. To date, work has included the commencement of pipe-laying adjacent to MacKillop College and Proctor Park, which is expected to be completed during January.

    The next stage of works is the commencement (during mid-late January), of those aspects of the project which will have wider impacts on the public, including parks, reserves, and local streets. The first site to be impacted will be the broad area covering Bicentennial Park and associated riverwalk.

    Early preparations including site fencing and erosion control measures are progressing along the Macquarie River adjacent to the riverwalk (on the Kelso side of the river). Works will be contained within a smaller site compound where possible, but whilst construction is underway there may be limited access along the walkway in some areas where the works are restricted by a narrow access point and/or where required to protect significant trees in the area.

    A site compound will also be established on River Road for the duration of the works whilst they continue in this area.

    Council wishes to advise the public that these works may mean there will be limited access to sections of the riverwalk adjacent to works between 7am and 5pm Monday to Friday.

    Following completion of this portion of the project works will progress along the river towards Gorman’s Hill.

    The overall size, scale and location of the project works pe is shown in the attached plan.

    Hynash and Council will be liaising with adjacent residents and affected parties throughout the course of the project. Signage will be installed in the area to advise the community of when work will be undertaken and identifying impacts.

    Community members will be able to subscribe to the project and receive regular project updates. A media release and Facebook update will be issued as works progress to provide further updates and direct people to the YourSay project to subscribe for updates. Radio ads which commenced in mid-January will also continue to ensure the community remains informed.
