Gorman’s Hill Park Upgrade
Families in Gorman’s Hill are set to enjoy a vibrant new inclusive play space at Gorman’s Hill Park with works now underway to upgrade the facility.
Mayor Robert Taylor said Gorman’s Hill Park will be a wonderful recreational space for the community to enjoy.
“The upgrade of the park demonstrates Council’s commitment towards providing play spaces within Bathurst’s residential communities that meet the principles of Everyone Can Play” he said.
“Council’s desire is to provide inclusive play spaces for everyone – young and old, families and carers, and people of all abilities and backgrounds,”.
Commissioner Open Space Fiona Morrison is thrilled to be investing in the regions and see the continued impact of quality open space that the Everyone Can Play program delivers.
“This project demonstrates the principles - Can I get there, Can I play and Can I stay, and will have a long-lasting legacy for locals, she said.”
The upgrade works at Gorman’s Hill Park is to include:
• Installation of new playground equipment
• New seating
• Path installation works
• Rubber and organic softfall installation
• Plantings
• Irrigation
The works are funded by a $200,000 grant from NSW Government’s through the Everyone Can Play program, and the project is expected to be completed in August this year.

Community sentiment sought on flying-foxes
Council is seeking to capture community sentiment and opinions on flying-foxes in the Bathurst region as part of the Local Government NSW-funded Macquarie Wambuul River Bathurst Flying-fox Camp Habitat Restoration Project.
Flying-foxes are seasonal visitors to the Bathurst region arriving in spring and moving on to warmer locations when the temperature drops too low. The main species that visits our region is the threatened grey-headed flying-fox and the little red flying-fox.
Mayor Robert Taylor the Flying-Fox Camp Management Plan was adopted in 2018 for Machattie Park and Kings Parade, where specialist ecological consultants were commissioned to develop the management plan for the seasonal return of flying-foxes in Machattie Park.
“The ecologists conducted an onsite assessment of the flying-fox camp in Machattie Park and developed actions for the restoration of flying-fox roosting habitat along the banks of the Macquarie Wambuul River,” he said.
Community consultation was also carried out to gain an understanding of the history of the camp, flying-fox activity in the region and to understand community values and concerns. It’s been five years since the last community sentiment survey on flying-foxes and Council would once again like to know the community’s values, experiences and concerns regarding flying-foxes and their management.
The survey is available on the Your Say Bathurst website until Friday 21 July.
The Macquarie Wambuul River Bathurst Flying-Fox Camp Habitat Restoration Project is part of the Flying-Fox Habitat Restoration Program assisted by the New South Wales Government through its Environmental Trust in association with Local Government NSW and Bathurst Regional Council.

Second circuit at Mount Panorama

Council has received notification that Federal Government funding of $12.5 million for development of a second circuit at Mount Panorama has been withdrawn.
The two grants of $10 million and $2.5 million included requirements for a facility to be constructed and the money spent by June 2026.
Mayor Robert Taylor said Council had sought to re-purpose the funds into the growth and development of current facilities at Mount Panorama.
“Unfortunately, we were advised this didn’t align with the intent of the original grant funding,” he said.
“The project is on hold for now, but Council strongly supports development of the second circuit and will continue to work with both the Federal and State Governments and other stakeholders to make it happen.”
Council has also received $5 million and $10 million in funding commitments from the State Government. The $5 million grant was used to fund the design and documentation that were prepared as part of the development application process.
A report on the matter will be presented to Council at the meeting on June 21.

Plans to amend Council’s Local Environmental Plan to increase the permissible height and floor space ratio to facilitate the Bathurst Integrated Medical Centre (BIMC) and associated car parking have been approved by the State Government.
Amendment 21 to the Bathurst Regional Local Environmental Plan (LEP) 2014, relating to the proposed BIMC and George St car park sites, was gazetted on 2 June 2023. The amended controls will permit, with consent, the future development of a six-storey building and four-storey carpark for these purposes only under the NSW Government’s Environmental Planning and Assessment Act 1979.
Mayor Robert Taylor welcomed the decision and said he looked forward to the project progressing.
“I would like to emphasise that this does not approve the BIMC or the car park development,” he said.
“Now that planning controls enabling a new height and floor space ratio have been approved, the next step in the process would be for the developers to lodgea Development Application. The development application would be classified as being of State Significance which would mean it will be assessed and determined by the State Government. Importantly there will be further opportunity for the community to comment on the development application when it is placed on public exhibition by the NSW Department of Planning and Environment.”
