    Marang Connections

    Swim Session

    Council has partnered with Manning Aquatic Centre to host a free swim safety session as part of the Marang Connections program. The swim safety session is suitable for young people aged 8-16 years old and will be held on Thursday 22 December from 10:00am - 1:00pm at Manning Aquatic Centre.

    Registrations are essential as places as limited. Please phone Council's Community Services Section on 6333 6523 to register or to book free transport.

    Song and music workshops

    In partnership with Drew Churches and Greer Films, Council will host three workshops to produce a song and music video. The music production workshops will be held at Kelso Community Hub on Wednesday, 18 January and Friday, 20 January 2023 from 10:00am – 3:00pm on both days.

    The video production will held on Wednesday 25 January 2023 from 10:00am – 4:30pm across various locations (participants to be advised during music production workshops).

    The workshops are suited for Indigenous and Non-Indigenous young people, aged 8 – 18 years who are interested in creative and performing arts, music and filming. For more information or to book transport, phone 6333 6523.

    Marang Connections is funded under the joint Australian Government - NSW Government Disaster Recovery Funding Arrangements 2018.

    Waste 2 Art

    Waste 2 Art is an annual community art exhibition and competition open to all residents of the Bathurst region. It showcases creative works made from reused waste materials. The aim is to challenge perceptions about waste and to celebrate the reuse and recycling of waste through arts and crafts. This year’s theme is Year of Textiles.

    Council is inviting individuals, schools, and community groups to take up the challenge and create a new life for materials that would otherwise have been thrown away.

    The event will commence at 4:00pm and include Santa photos, jumping castles, a barbecue, games and activities. There will be a Christmas light bus tour leaving from the Kelso Community Hub at 7.45pm. Participants for the bus tour must be at least 4 years of age and children under school age must be accompanied by an adult. For more information phone 6333 6523.

    Council is currently reviewing the Floodplain Management Plan and we are seeking your input. The Floodplain Management Plan was developed to reduce the risk of flooding through flood mitigation strategies. It is a requirement under the NSW Government's Floodplain Management program.

    The objective is to improve understanding of flood events to better inform flood risk management for property owners and community facilities.

    We are looking for photos, videos, stories and feedback on how the community was impacted by the recent flooding events. Visit the Bathurst YourSay website to provide feedback.

    Spectator tickets and entries for mass participation races at the World Athletics Cross Country Championships Bathurst 2023 are now on sale. Hosted by Athletics Australia, the World Athletics Cross Country Championships will see up to 500 of the world’s best athletes from across the globe descend upon Mount Panorama in New South Wales, in what promises to be one of the most gruelling, ‘back to basics’ event of the World Athletics Series.

    Contractors will undertake a condition assessment and maintenance plan for the lamp standards to assess the condition of the lamps and provide advice on maintenance on William, George Howick and Keppel Streets and within Machattie Park, King’s Parade and Chifley Memorial Park.

    Part of the assessment will include a detailed inspection of each lamp standard which will require the use of drone technology and temporary traffic management measures to be put in place for lamp standards that are located within the road reserve.

    It is anticipated that the inspections will continue to approximately mid December in the early morning period to minimise disruption to traffic.

    Nominations are open for the Living Legends 2023. The title, Living Legend, recognises the achievements of individuals and the way they have contributed positively to the community. They could be proven leaders amongst their peers, promote the positive qualities of Council, the community and local businesses.

    Council has engaged contractors to undertake a condition assessment and to produce a maintenance plan for the historic lamp standards in William, George, Howick and Keppel Streets and in Machattie Park, Kings Parade and Chifley Memorial Park.

    Mayor Robert Taylor said the lamp standards make an important contribution to the streetscapes of our city and our history.

    “These historic assets are iconic and unique to our city and it is crucial that we preserve and protect them for future generations to enjoy,” he said.

    “The contractors will investigate and assess the current condition of the lamps standards and provide advice to Council in relation to future maintenance.”

    Part of the assessment will include a detailed inspection of each lamp standard which will require the use of drone technology and temporary traffic management measures to be put in place for lamp standards that are located within the road reserve.

    It is anticipated that the inspections will commence next week and will be done in the early morning period to minimise disruption to traffic.

    This project is jointly funded by Council and grant funding from Heritage NSW as part of the Caring for State Heritage funding program.

    Bathurst Cycling Classic Cancelled

    Council has made the decision to cancel the Bathurst Cycling Classic. The event has been impacted by COVID for the last three years, with limited numbers in 2020 and 2021 and cancelled in 2022.

    Formerly, the Blayney to Bathurst or B2B, the event first started with a small number of riders more than 15 years ago and was organised and managed by local Rotary Clubs with support for multiple community groups. Council took over management of the event in 2016.

  • Council and traditional owners make joint statement on agreement reached in NSW Supreme Court

    Mayor Robert Taylor and Wiradyuri Elder, Traditional Owner and Public Officer for Wiradyuri Traditional Owners Central West Aboriginal Corporation (WTOCW AC) Yanhadarrambal have announced that an agreement has been reached between Council and the Wiradyuri Traditional Owners Central West Aboriginal Corporation (WTOCW AC) in the NSW Supreme Court.

    “The case related initially to orders to restrain work on the proposed Go Kart track development at the top of Mount Panorama/ Wahluu,” Cr Taylor said.

    Joint Statement

    The Wiradyuri Traditional Owners Central West Aboriginal Corporation ("WTOCW AC") and the Bathurst Regional Council announce that they have agreed to resolve the NSW Supreme Court proceedings that were commenced by the WTOCW AC in March 2021.

    In those proceedings, the WTOCW AC sought orders from the court that the WTOCW AC is the holder of a profit a prendre by prescription over a portion of land on Mount Panorama Wahluu, and that the Council be restrained permanently from undertaking works on that land that substantially interfere with the profit a prendre asserted.

    On 30 April 2021, the Commonwealth Minister for the Environment made a declaration under section 10(1) of the Aboriginal and Torres Strait Islander Heritage Protection Act 1984 (Cth), which, in substance, declared the part of the land (Site) to be a significant Aboriginal area that is to be preserved and protected from injury or desecration in a manner set out in section 6 of the declaration.

    While the terms of the settlement will remain confidential, they include:

    1. Agreement by the Council to not undertake specified actions which may alter the topography of the Site;

    2. Agreement by the Council to remediate a portion of the Site, and thereafter permit public access to that land, having regard to budgetary constraints;

    3. Agreement by the Council to remediate the balance of the Site in consultation with the Corporation, and thereafter permit public access to that land; and

    4. Discontinuance of the NSW Supreme Court proceedings.

    The WTOCW AC and Council look forward to working together in the future, including to continue to preserve Mount Panorama Wahluu for the benefit and use of the public.

    Penrith Panthers will take on Wests Tigers in Bathurst at Carrington Park on Saturday, April 29.

    Mayor Robert Taylor said he looked forward to our city hosting another action-packed NRL clash.

    “The event builds on our city’s strong reputation as a destination for major sporting events and we have invested in our sporting facilities to ensure they attract premium events such as the NRL” he said.

    “This is the ninth year the Panthers game will be hosted in our city with an agreement in place with the Penrith Panthers to play an NRL match in Bathurst until at 2028.

    Each year the Panthers team conducts a range of community engagement activities such as the coaching clinics, which are great for the development grassroots rugby league in regional areas. The social benefits from these activities contribute strongly to an inclusive sporting community.

    Game day will have entertainment with music, activities and the popular club parade. Tickets will include general admission, family passes, grandstand, corporate and will be on sale next year at www.bathurstnrl.com.au

    Mayor encourages community to look after one another

    A multi-agency response now underway to restore gas supplies to the Bathurst community after damage to the Young to Lithgow pipeline.

    Mayor Robert Taylor said APA crews have been able to reinstate gas supply to Bathurst and Jemena is now undertaking the first stage of works to return supply to the city.

    “Council has provided approximately 30 staff to assist Jemena undertake the ‘make-safe’ process where gas meters are being turned off as the first part of the process to getting gas back to consumers.

    “While this work is being undertaken can I ask the community to be patient. Resupplying gas to the community is a multi-stepped approach and will take some time to complete. Community safety is of the highest priority and we need to allow Jemena to undertake the required works to get the gas supply reinstated.

    “While this is an inconvenience to most people some in our community are more vulnerable than others,” he said.

    “I would like to encourage our community to check in on your neighbours and loved ones during this time.

    “You could cook up a barbecue to share some food or gather a few blankets and drop them round to those who may need to keep warm during this cold snap affecting our region”.

    “It is also vital that you keep warm safely. Use alternate heating such as electric, oil or wood-fired heaters. Please don’t bring your outdoor barbecue inside or use a non-flued heater. This can be dangerous,” Cr Taylor said.

    World Cross Country

    Spectator tickets and entries for mass participation races at the World Athletics Cross Country Championships Bathurst 2023 are now on sale. Hosted by Athletics Australia, the World Athletics Cross Country Championships will see up to 500 of the world’s best athletes from across the globe descend upon Mount Panorama in New South Wales, in what promises to be one of the most gruelling, ‘back to basics’ event of the World Athletics Series.

    Planning proposal on public exhibition

    A Planning Proposal which seeks to insert a site-specific planning control into the Bathurst Regional Local Environmental Plan 2014 (LEP 2014) is on public exhibition. It relates to the following sites:

    Bathurst Integrated Medical Centre (BIMC) site – at 252 Howick Street (privately owned)

    George Street Carpark (GSC) site – Lot 11 in DP1160748 (Council owned).

    The Planning Proposal seeks to amend the height and floor space ratio provisions of the LEP 2014 to facilitate development of a six-storey Integrated Medical Centre and a four-storey carpark.

    Love your leftovers

    Spatial Digital Twin

    The NSW Government is developing the Bathurst Spatial Digital Twin which showcases a digital model of Bathurst and surrounds. Released as a prototype, the Bathurst Digital Twin will continue to be developed and improved with your help.     Pet Desexing Program

    Council, in partnership with the RSPCA, is hosting a community pet desexing program from Monday 7 November until Friday 18 November.

    This program is open to pensioners and low-income earners who are residents of the Bathurst Regional Council Local Government Area.

    The subsidised cost for this desexing program is as follows:

    Dog - Female $70.00 - Male $55.00

    Cat - Female $55.00 - Male $40.00

    The cost of microchipping, first vaccination, pain relief and hospitalisation are included in the cost.
