Get ready for one of the best New Year’s celebrations in the region with Party in the Park to return to the Adventure Playground.
After the cancellation of the event over the last two years, it’s time to celebrate the arrival of 2022 with a bang. The event will feature delicious food, live entertainment and loads of activities for the children and a spectacular fireworks display.
Events Manager Amanda Marks said this year’s event will be ticketed to ensure it is Covid safe and to allow for maximum crowd capacity.
“Tickets are extremely affordable with $3 entry for children aged 3-14 which includes one ride voucher and $6 for adults which includes one $5 food voucher. Infants aged two and under are free”, she said.
The event commences at 5.00pm on Friday, 31 December and the fireworks will be held at the family-friendly time of 9.00pm to ensure as many people as possible can attend and enjoy the display.

National Recycling Week

National Recycling Week runs from 8 - 14 November and is an annual event that encourages everyone to consider what materials are placed in the yellow lidded recycling bins and how to improve knowledge of recycling and build better recycling habits.
This year’s theme is Celebrate National Recycling Week Your Way and Council is taking the opportunity to help improve the community’s recycling knowledge by lifting the lid on the issue of contamination.
Waste Management Coordinator Ray Trevorah said Bathurst residents are doing a great job at recycling with 2.2 million kilograms of items being recycled through the household yellow lidded recycling bin service last year.
“While it is great to see that most of the community regularly uses their recycling bin, soft plastics such as plastic bags, food wrappers and packets are still ending up in the yellow lidded bin,” he said.
“It can result in machinery blockages at the Materials Recovery Facility, which is where our recyclables are sorted, create hazards to the workers that help sort our recyclables, increase the amount of waste sent to landfill, lower the value of recycled items and increase the overall cost of recycling.”
Soft plastics can be placed in the red lidded general waste bin or an even better option is to collect them and take them to participating supermarkets for specialised recycling through the program REDcycle.
Other types of plastic not suitable for the recycling bin include:
- Polystyrene (foam)
- Non-recyclable hard plastic toys, coat hangers, washing baskets, plant pots and toothbrushes.
Common mistakes include:
- Placing recyclables in bags
- Disposing of tissues, paper towels, clothing, face masks and coffee cups in the recycling bin.
Council encourages residents to look for the Australasian Recycling Label for guidance on what can be recycled.

Re-opening of the library
The library was closed temporarily after notification from NSW Health that a Covid positive community member had visited the venue on Sunday 31 October.
The building was cleaned according to SafeWork standards and all staff members have undertaken the required Covid testing and have returned negative results.
Council has followed the required processes and we will reopen the doors on Sunday 7 October for the usual weekend hours of 10am until 3pm.
Repco Bathurst 1000 Off-track Events
Legends at the Museum
Experience an exclusive evening of viewing at the National Motor Racing Museum taking in the rich history of Australian motor sport before sitting back to enjoy a Q&A with Australian Supercar drivers. Hear their voices shake as they relive some of their most memorable moments at Mount Panorama, including all the unforgiving minutes and uplifting triumphs that the Great Race produces. Saturday Street Fair
The Saturday Street Fair returns and it has something for everyone. Wander through the market stalls in Kings Parade, listen to live music from talented local artists, and enjoy some of the best local food. There’s plenty for the kids too with $5 show rides and free activities.
Colouring-in competition
All primary school-aged children are invited to take part in this year’s Repco Bathurst 1000 colouring-in competition. Show the best and brightest colours for a chance to win a family pass to the Repco Bathurst 1000 and a Supercars stationary pack. Download a copy from Council’s website or pick up a printed version from one of the businesses participating in the window display competition from Monday, 22 November. Entries must be emailed to events@bathurst.nsw.gov.au by 4pm Sunday 5 December to be in the running. Winners will be announced on Tuesday, 7 December. The competition is open to anyone aged 0 – 12 years old.
Window Display Competition
It’s time for Bathurst businesses to get out the race gear and deck out shop fronts and windows in a race theme. There’s six $500 Bathurst Broadcasters radio advertising vouchers and double passes to the Repco Bathurst 1000 up for grabs for the businesses who showcase the best displays. Do you have good IT, admin and communication skills, able to work unsupervised and would like to contribute to managing incidents with other dedicated volunteers. The unit provides specialist operators to support incident management throughout the region or across the State. Each member of the unit receives specialist training in incident management. Animal Desexing Program
The next animal desexing program will commence on Monday, 1 November.
The program is open to pensioners, newstart/jobseeker and healthcare card holders
who are residents of the Bathurst LGA. The animal must be microchipped and
identified on the microchip register system to benefit from this program.
The subsidised cost is as follows:
Dog Female $70.00 Cat Female $55.00
Male $55.00 Male $40.00
Microchipping, pain relief and first vaccination is included for both dogs and cats.

Council has invited Expressions of Interest (EOI) for the redevelopment of the former TAFE Precinct.
The precinct will be a once in a generation opportunity for the Bathurst region. The precinct will include a new public plaza and new buildings, adaptive reuse of the former TAFE and headmaster’s buildings. It is informed by previous community consultation and conservation management plans.
Council is seeking development interest in the precinct with private (not Council) funding. Private funding allows for the full precinct to be developed, it also allows money from the development of new private buildings to fund the new ‘plaza’ and the adaptive reuse of the Heritage Buildings.
Garage Sale Trail

Scams Awareness Week
Council and the Community Safety Committee have partnered with Scamwatch for Scams Awareness Week, 8- 12 November, to help residents protect themselves against scams.
Acting Police Sergeant Miles Burden said Australians are losing $851 million a year to scams.
“In 2020, there were over 250 reported cases of fraud in the Bathurst Local Government Area,” he said.
“Everyone is susceptible to becoming a victim of a scam, it’s not just older people being targeted and scams also are becoming more and more sophisticated.
“The theme for Scams Awareness Week is Let’s Talk About Scams and we are encouraging everyone to talk to their family and friends about scams.”
How to protect yourself:
- Be Alert. If it looks too good to be true, it probably is.
- Do not open suspicious texts or emails.
- Do not share personal information on social media.
- Keep passwords and pin numbers in a safe place.
- Put a lock on your mailbox and shred documents with personal information before throwing them out.
- Beware of unusual payment methods when shopping online.
What to do if you are affected by a scam:
- Report to www.scamwatch.com.au
- If you have lost money to a scam, contact your bank or financial institution as soon as possible - the Australian Banking Association provides a summary of steps for consumers when making a complaint to their bank. If you are not satisfied by the response from your bank, you can make a complaint to the Australian Financial Complaints Authority.
- If you have lost personal information and you are concerned your identity may be compromised, you can contact IDCARE for free support on 1800 595 160.
- Consider contacting the platform on which you were scammed to report the scam to www.scamwatch.gov.au
- If you or someone you know is experiencing anxiety, emotional concerns or distress about scams, contact Lifeline on 13 11 14 24 or Beyond Blue on 1300 22 4636.

Rockley
The intersection of Hill and Pepper streets, Rockley, will be closed to traffic from Monday, 25 October for approximately two weeks.
Access will be available up to the intersection for businesses, residents and general traffic. Through traffic will be detoured via East street and Market street.
The temporary intersection closure is necessary for the construction of drainage and kerb and gutter.

Council signs MOU for green hydrogen production

Council has signed an MOU with research and development company ScimTek Hydrogen to commercially demonstrate technology at the Waste Management Centre (WMC) that converts landfill biogas to green hydrogen and energy.
The WMC generates an estimated 3,679m3 of gasses daily which are flared at the site to reduce its greenhouse gas emissions and minimise the risk of fire. The flare on the site is ageing and ScimTek’s technology offers an innovative solution to manage the landfill gasses by converting them into renewable energy and fuel.
Mayor Ian North said Council is committed to reduce greenhouse gas emissions and is pleased to be able to investigate the application of the technology.
“This initiative will complement Council’s existing green projects to minimize our carbon footprint,” he said.
“Council already has invested in solar panels for our facilities such as the Library/Art Gallery and the Visitor Information Centre and we also have a plug-in hybrid electric vehicle on trial in our fleet.”
Hydrogen technologies are safe and will play a key component in reaching net zero emissions. This announcement comes a week after the release of the NSW Hydrogen Strategy with the State Government committing $3 billion in support to the development of green hydrogen in NSW.

Candidate Information webinars
The NSW Electoral Commission is running candidate information webinars in the lead up to the 4 December local government elections. A series of online candidate information sessions will be conducted by the NSW Electoral Commission (NSWEC) in the lead up to the 2021 NSW Local Government elections.
The webinars will cover the following topics:
- Registration of Electoral Material (also known as how to vote material) - 11am, Thursday 28 October
- iVote explained - 11am, Monday 8 November
- Early voting and election day voting - 11am, Thursday 18 November
- Candidate workers, scrutineers, counting and results - 11am, Tuesday 30 November

EOI Former TAFE Precinct
Council has invited Expressions of Interest (EOI) for the redevelopment of the former TAFE Precinct.
The precinct will be a once in a generation opportunity for the Bathurst region. The precinct will include a new public plaza and new buildings, adaptive reuse of the former TAFE and headmaster’s buildings. It is informed by previous community consultation and conservation management plans.
Council is seeking development interest in the precinct with private (not Council) funding. Private funding allows for the full precinct to be developed, it also allows money from the development of new private buildings to fund the new ‘plaza’ and the adaptive reuse of the Heritage Buildings.
Garage Sale Trail
The Garage Sale Trail is set to return to Bathurst over two weekends on November 13-14 and 20-21. Registration to participate is now open. For more information visit Council’s website, follow the BRC Events Facebook page or visit https://www.garagesaletrail.com.au/

Council will begin a staged reopening of facilities to the community from Thursday, 14 October starting with the Bathurst Visitor Information.
The Civic Centre, Library, Art Gallery, BMEC and Museums will begin to open their doors from Monday, 18 October.
General Manager David Sherley said detailed risk assessments are currently being completed.
“The key priority is ensuring we are creating as a safe environment for members of the community visiting our facilities,” he said.
“Like other businesses and facilities, we require those visiting any Council facility to be fully vaccinated, unless they have a valid exemption.”
“It is important to note that we will continue to offer Council services via phone and email to the community.”
The proposed re-opening schedule is
• BVIC: Thursday 14 October
• Civic Centre: Monday 18 October
• Library: Week commencing 18 October
• Art Gallery: Week commencing 18 October
• Museums: Week commencing 18 October (except Chifley Home which remains closed)
• Kelso Community Hub: Taking bookings from third parties from 18 October
• BMEC: To be confirmed
• Children’s Services: Remains open
• Waste Management Centre: Remains open
Signage will be placed at the entry to all Council facilities outlining the conditions of entry, which are:
- QR Code in
- Show Vaccination Certificate
- Wear Masks
- Sanitise Hands
- Capacity Limits for buildings
- If unwell, please come back
A concierge service will be in place at the front door of each facility to ensure entry conditions are being met.

Community JP Desk to reopen
The community JP Desk in the Bathurst City Centre will again be able to assist clients face to face who need JP services as of Tuesday 12 October.
The service will resume without any change to its traditional operating hours in the same location in the main concourse of the Bathurst City Centre, that is Tuesday afternoon (3.30pm to 6pm) Thursday evenings (5pm to 7pm) and Saturday mornings (9am to 12 noon).
The JP’s also provide a remote service to the public which started during lockdown. This has included witnessing documents remotely using audio visual links. This service will be extended if someone is unable to attend the desk. You will just need to email bathurst@nswja.org.au and a JP will contact you and arrange for a virtual meeting using zoom or skype.

Select & Collect at Library
Select & Collect service is available so library members can borrow new items while the main building remains closed.
Interested library members can follow these few easy steps:
- Select: Select and reserve items on the library online catalogue. If unsure how to do this, library staff can assist with selections.
- Contact: Call or email the library to initiate the service Monday- Friday 9am-5pm.
- Collect: Available reserved items will be gathered by library staff. Notification by SMS or phone call will alert members when their items are ready for collection. The contactless collection point will operate from the Library/Gallery foyer, Monday-Friday, 1-4pm.
