Council amends it Revenue Policy from time to time, following its adoption as part of the budget process.. Council is required to seek community input to the proposed changes through a public exhibition period. New, or changes to, Council's Revenue Policy will be included as part of this section. You are invited to inspect the draft changes and you may wish to make a submission in writing to Bathurst Regional Council. Any submission objecting to any draft change must clearly state the reasons for objection. Council will exhibit the proposed amendment for a period of 28 days.
The lodging of a submission is voluntary. However, if you choose not to lodge a submission/objection in writing, your views will not be taken into account by the Council in relation to this matter. Any information that you choose to provide to Council will be used by Council to process this matter. Once lodged with Council the information you provide can be accessed by you and may also be available to third parties including other members of the public and may be included, without alteration (including names and addresses), in Council business papers.

Council has resolved to recover merchant fees as part of its adopted Pathway to Sustainability, as identified in the Morrison Low – Organisational Sustainability Review and Improvement Plan (July 2023). One of the items at 7.2.1 – Costs Savings and Efficiency Gains was “Recovery of Merchant Fees”
The recovery of merchant fees is standard practice across private industry and a number of local government authorities.
Bathurst Regional Council accepts payments for goods and services provided by way of debit and credit cards. This includes (but is not limited to):
Rate payments and other charges
Development applications
Sales at outlets such as museums and BMEC
Waste Management tipping fees.
Council has proposed a merchant surcharge to be applied to all payments will be 0.42%.
Ratepayers and customers should be aware that Council offers many alternative methods of payment to ratepayers including direct debit, Bpay, Bpoint, cash payments and payment at Commonwealth Bank branches, none of which will attract the merchant fee surcharge proposed.

Council has resolved to amend the Revenue Policy 2023/2024 in relation to:
Bathurst Memorial Entertainment Centre (BMEC)
Increasing Transaction charges for BMEC on page 66 of the Revenue Policy 2023/2024 for each sale type to $3.00 per transaction.
