Council adopted the Bathurst Community Access and Cycling Plan in 2011. Council produced the Plan in-house and undertook extensive community consultation with key stakeholders. A range of projects have been completed under the 2011 Plan, which has been reported to Council periodically.
Actions 3.2, 3.4, 3.10, 3.14 and 14.4 of the Bathurst Regional Local Strategic Planning Statement identify the need to review the current Bathurst Community Access and Cycling Plan and develop a new Active Transport Plan. Likewise, strategies 1.5, 3.3, 4.2, 4.6, 5.1 and 5.3 of the Bathurst Regional Community Strategic Plan embeds the community’s desire to include active transport, including walking and cycling, into the region’s urban areas. The Bathurst Active Transport Strategy will fulfil a number of strategies and actions of these important Strategic documents.
The Bathurst Active Transport Strategy will consider walking, cycling and e-riding activities within the Bathurst Region. To ensure that the views of the broadest possible cross section of the community are consulted during the Strategy’s development, Council has engaged Taverner Research to undertake the community consultation process. The consultation process will include a phone survey, targeted workshops and an on-line survey. The aim of the consultation process is to establish baseline participation rates of the Bathurst Region Community in walking, cycling and e-riding and to identify what changes to the active transport network might promote greater participation rates into the future.
Taverner Research completed phone and opt-in surveys from 6-21 November 2021. Invitation stakeholder workshops were held on 23 & 24 November. Taverner Research has completed the interpretation of the survey and a report was presented to Council on 16 March 2022 outlining the results of the survey.

Bathurst Regional Council has engaged Taverner Research to complete the initial community consultation for the project. Invitations have been sent to various stakeholders to attend workshops on 23 & 24 November 2021.
Feedback, suggestions and ideas collected during the workshops will inform the development of the Active Transport Strategy.

Bathurst Regional Council has engaged Taverner Research to complete the initial community consultation for the project. Taverner Research will be completing a phone survey of residents, as well as a traditional survey. The survey has closed. There will be further opportunities for the community to comment on the Active Transport Strategy once a draft strategy has been developed.

The aim of the community consultation is to establish:
Current participation rates in walking, cycling and e-riding activities and on-road vs off-road;
Attitudes to walking, cycling and e-riding activities and on-road vs off-road;
Attitudes to e-riding, and how this might be accommodated into the future;
Attitudes to off-road versus on-road (marked) cycle or shared lanes;
Identification of barriers and/or challenges to walking, cycling and e-riding in the Bathurst Region;
Priorities to improve walking, cycling and e-riding in the Bathurst Region.
The results of the community consultation will form the basis of establishing baseline data, from which improvements to the active transport network can be measured.

Stage 4 – Strategy and Map Digitisation

Council, as part of the 2011 Cycling Plan, developed a hard copy cycle map of the network. It is planned that one of the first projects following the adoption of the new Strategy would be to digitise the Strategy and create a digital map. This could be linked to Council’s existing tourism app and linked to existing or new cycle/walking specific apps within the marketplace.
