Council adopted the draft Bathurst 2040 Community Strategic Plan at its ordinary meeting held 16 May 2018. The Plan will come into effect from 1 July 2018 in line with the Annual Operating Plan and the four-year Delivery Plan. The final Plan and the associated Council report (including attachments) are available in the document library.

As a community, it is important for us to have a document that defines how we want to grow into the future. We also need to outline what we want and need as a community now. This document is called a Community Strategic Plan, an NSW Government requirement of all Councils. The Community Strategic Plan is Council’s highest level forward planning document that identifies the community’s priorities and guides the direction of the Bathurst region over the next 20+ years.
Guided by community input, the Community Strategic Plan provides a clear strategy for Council and its staff to deliver the infrastructure and services to ensure that the Bathurst region continues to grow and prosper into the future.
We are seeking your feedback on this, the long-term vision for the Bathurst region. Community feedback plays an essential part in developing a Community Strategic Plan which reflects the needs and priorities of Council and its community.
Community input into the development of the Cultural Vision 2036, Destination Management Plan, Economic Development Strategy, Heritage Plan 2017-21, Bathurst 2036 Housing Strategy and the Centennial Park Scoping Study, have all influenced the development of the community strategic plan so far.
The draft Community Strategic Plan, Bathurst 2040, is on public exhibition from now until 27 April 2018. The final Plan, along with a summary of submissions and amendments, will then be prepared for consideration by Council in May 2018.

Independent anecdotal value on ideas and strategy place it in the 100's of thousands of dollars , but to my mind its been ignored so despite best intentions has been a frustrating but I believe an important step for the city and region to identify opportunity.

I refer the relevant staff to the Gold Country Sport-21k body of work and always welcome the opportunity to assist subject to my time a willingness to work through to assist delivery of concepts and strategies to point you in direction.
I grew to be aware of the following opportunities motivated by close contact to a number of youth suicides and other accidental tragedies , as well as contact with the late Kath Knowles and Dr Kyle Tarpenning.
Bathurst families and young people I now know would appreciate access to coin operated Go Kart concept created from www.selacarshop.com in Italy and closer at home melbourne company Imagination play in a tangible alliance to the cities relationship with cars , The target is families with children under 13 , locals and tourists alike.
The number one participation sport for boys , girls , men and women in Bathurst , Australia is Football. This interest fuelled an opportunity to conceptualise a best practice sport and recreation concept in the form of focussed infrastructure at Alpha street for schools , CSU , clubs and other sports to access in the form of 2 synthetic surface court space bisected with change rooms and multimedia education and technology stakeholder development rooms fitted out with supportive technology. The aim is to harness community building strategies to assist not for profit stakeholder development in sport and indeed other events and put in place best practice resources using technology . The concepts are SUPA SKILLS and REGIONAL FOOTBALL LEARNING CENTRE working in an area that requires a flood solution but using this space nevertheless because of overwhelming opportunity and perceived benefit.
Bathurst has the opportunity to consider a water based placement of a functional water feature to address value around the stress and appeal of urban water spaces in the form and for following uses water fall , cascade , rill , pond , functional lake , coin operated radio controlled boats , geyser , parkland focal point , youth engagement space for water craft , paddle boats , water focussed leisure opportunity , marketing and diversified use of attractive improved open space, locations are varied but would add strength to cities social recreation options and benefit on gateway corridor .
Bathurst groups would benefit to access to a multi-use indoor leisure centre where a suite of family focussed kids and adults (teens and uni students ) would year round use adding value to ten-pin bowling with activity such as Mini Putt , Indoor Rock climbing , indoor activity concepts (winter and poor weather ) novelty amusements (retro pin balls and arcade games ) , visit Scienceworks in Melbourne to gather ideas , Hector Park , Davids holdings building identified as sites or reclaimed sites such as TAFE building , Gasworks or other sites.
Bathurst would benefit from a understanding and implementation of unified signage , LED signage system(WIFI ) of a innovative community activity framed around in part for sports tourism.
Bathurst would identify in looking at all opportunity in Gold Country Sport-21k as it has a raft of measures that identify purpose and activity of strategic locations for everything around an annual Billycart derby to leverage Mount Panorama .
Bathurst would benefit in a heritage street where old style Toys shop with internet sales system was in place to leverage against model train museum to cross market with sites such as Crago and Tremains Mill , old style chocolate and confectionary business where manufacture and production is part of the Process.
Bathurst would benefit by bringing a Toboggan style and possibly a chair-lift system to the local government area as a point of difference vista and experience based attraction. Location off College Road or Macquarie Woods.
Bathurst would benefit in a urban space Community centre that builds significant value into Morse Park , Sports ground and Carrington Park with a Stadia Arena concept to better utilise at community level with a accessible meeting and utilisation space for events , transitional capacity as a new grandstand and conference site but a CBD youth centre more importantly.
The work of volunteers offering ideas has to have a new attitude in council to bring about change and this has been highly recognised by many of my colleagues and people that I have spoken to hoping for a willingness to frame any improvement outside management plans.
Small projects such as Mobile Coffee Karts set up to engage hospitality students in schools to create youth employment or seed fund further youth and fundraising projects in spaces such as riverbank with a USA heritage style Coffee Kart and hot-dog stand.
The permanent placement of a heritage carousel as a heritage attraction in the Town Square.
The understanding and value of leisure , attractions , links to family and aged interest social opportunity to build value year-round to the fabric of being in the LGA. Bathurst is more than what we have its about being ambitious to drive and deliver change and for goodness sake look at identified opportunity to help make things happen.
Urban art spaces such as Frieze perspectives are not graffiti , music in the CBD can be classical and a point of difference to stimulate visitation and opportunity.
Football education is an opportunity for many other sports to work with as well as WRAS using new ideology and exposure.
This is the start of conversation you may think but in reality its being going on since 1998 , so take a bow and lets put things in place to build on Adventure Playground , Aquatic Centre to see where some of the submissions from GCS-21k project team take the city.
New ideas whether thats Smartboards , multimedia , spaces , new events , Football freestyle , pavement art , new food , music , art and activity such as creating a city based drum troupe for our youth mirrored on Swiss band Top Secret (google you tube Top Secret Swiss marching precision drumming ) for events and a addition to our cultural opportunity to the city with school support.
In closing my own and the support of my other volunteers try to engage with Bathurst Regional Council to help improve and change things you are not easy to work with despite our best intentions and i hope that this submission and the Gold Country Sport-21k project work receives the respect it deserves.
