Public exhibition of Planning Proposal seeking to amend the Bathurst Regional Local Environmental Plan 2014 at 18 Lambert Street, Bathurst

Public Exhibition

Council is in receipt of a Planning Proposal in relation to land at 18 Lambert Street, (PP-2025-2557), Bathurst. This has now been placed on public exhibition for a period of 28 days from 22 June 2026 to 20 July 2026.

The Planning Proposal seeks to amend the Bathurst Regional Local Environmental Plan 2014 (LEP) to:

  • Enable residential use of the full site by rezoning the E4 General Industrial-zoned portion of the land to R1 General Residential, allowing standard residential development consistent with the surrounding areas.
  • Remove the Floor Space Ratio (FSR) control from the entire site, shifting development regulations away from bulk-based controls and toward minimum lot size and dwelling-type provisions.
  • Establish a minimum lot size of 550m2 for subdivision across the site, enabling standard residential subdivision outcomes
  • Enable dual-occupancy development and medium-density housing by applying a minimum lot size of 3,764 sqm.
  • Retain the 9m height limit.

The concurrent Development Control Plan amendment seeks to amend the Bathurst Regional Development Control Plan 2014 (DCP) to:

  • Add the site to Precinct 1 Medium Density Housing of the map to schedule 6 of the DCP.
  • Include site-specific Development Control Plan (DCP) provisions to provide detailed controls for built form, density management, heritage response, landscaping, amenity and public domain outcomes.

Council invites written submissions in relation to the Planning Proposal and DCP amendment. Any submission needs to be lodged with Council by 4.00pm on Monday 20 July 2026 and must include your name and address.

Any submission that you make on the proposal may be included without alteration (including names and addresses) in reports that are available to the public in Council business papers.

Council will consider all submissions made to it, but to influence the Council’s decision any submission you make must be relevant and well founded.
