Australia Day

Annual Funding/Donations Program

Section 356 Donations

Council is seeking expressions of interest from community organisations and individuals seeking

funding from Council to be included in the 2021/2022 budget. Funding is available for the

period from 1 July 2021 to 30 June 2022.

Apply via an application form which is available on Council’s website or from the Civic Centre, 158 Russell Street, Bathurst by 4.00 pm on Tuesday, 9 February. Organisations/groups who have received funding previously should re-apply if they wish to be considered for further funding.

The NSW Government is requiring Councils to move toward digital lodgement of planning applications, including development applications, complying development certificates, construction certificates and Section 68 (Local Government Act) approvals.

From 1 January 2021 Council will be requiring these applications to be lodged online. Council has also developed information to assist you with the process of lodging applications. It can be found at the YourSay Project Page yoursay.bathurst.nsw.gov.au/eplanning

NEW PERSPECTIVES: ART AND LIFE IN THE BATHURST MIGRANT CAMP

This panel discussion looks at life in the Bathurst Migrant Camp through the experience of Jurgis Miksevicius, a Lithuanian born artist who immigrated to Australia in 1948 and spent nine months as camp artist. The panel brings together his daughter Carolyn Leigh, Bathurst historian Christopher Morgan, architect Henry Bialowas, and Bathurst Historical Society Museum Curator Samantha Friend in a lively discussion about life in the Bathurst Migrant Camp, and its significance in the story of Australian migration.

Council has developed a draft Social Media Policy for Councillors which Council is seeking feedback on. Submissions close 4.00pm 29 January 2021.

Asset Management Framework

The Asset Management Policy provides a framework that together with the Bathurst 2040 Community Strategic Plan enables the Asset Management Strategy and detailed Asset Management Plans to be produced. Submissions can be made until 4.00pm Monday 11 January 2021

Council has received grant funding from the NSW Environmental Protection Authority to butt-out Bathurst’s cigarette litter problem.

Banishing Bathurst Butts is a behaviour change and educational project that will install butt bins and signage at CBD project sites with significant butt litter. A proactive approach will communicate positive social norming through a social media blitz, strategic advertising and signage, media communication and enforcement.

Discarded cigarette butts have over 400 harmful chemicals that when littered leach into our natural environment and waterways causing a range of impacts. Research from the NSW Environmental Protection Authority has indicated that approximately 1.32 billion butts are littered in NSW each year. Through preventative projects in public places almost 800 million can be prevented from entering the environment.

Mayor Bobby Bourke said checks completed by Council’s Environmental Officers found large quantities of unlawfully discarded cigarette butts in the CBD area.

“Public transport terminals, parking infrastructure, thoroughfares, and entryways to shopping centres were areas of significant butt littering. Across six sites a total of 3,548 butts were observed as littered on the ground, in garden beds and in gutters,” he said.

“It is also worth noting that areas are cleaned regularly by Council. Using this data, it was conservatively estimated that across the projects CBD sites more than 1,176 butts are littered per week,”.

Banishing Bathurst Butts aims to increase binning rates by 50% and decrease CBD cigarette butt litter by 70%. Council would like to encourage all Bathurst community members to engage with the project on social media and help establish a zero-butt litter expectation throughout our CBD.

Rockley and Sofala Village Plans

The Community Strategic Plan & Local Strategic Planning Statement calls for a review of the 2015 village plans to support sustainable growth and vitality within each village.

Engagement with the Rockley and Sofala villages community have commenced and is being planned in a COVID safe way. A background paper has been prepared to seek feedback from the Rockley and Sofala communities. The background paper outlines the existing village character and suggests a future vision and a range of planning strategies to achieve that vision.

Free water program ends

Bathurst Regional Council resolved at its meeting on 9 December 2020 to cease the Free Water for Verified Primary Producers as of 18 December 2020 and to revert to the normal price of $5 per kilolitre for standpipe (bulk) water sales.

The free water for verified primary producers was a drought relief measure adopted by Council to promote a limited free bulk water supply for drought affected rural customers. The scheme has been in place since 5 September 2018 and Council has previously resolved to cease the scheme if the drought declaration was removed from the Bathurst Regional Council area. Paralympic gold medallist and world champion cyclist, Lindy Hou OAM, has been announced as Bathurst’s Australia Day ambassador for 2021.

Mayor Bobby Bourke welcomed the announcement.

“Lindy’s experience is inspiring and I look forward to her speaking at next year’s Australia Day celebrations,” he said.

Lindy suffers from a degenerative eye condition and began losing her sight in the mid-1980s. During the early 1990s, despite her failing eyesight, Lindy represented Australia twice in the World Triathlon Championships as an able-bodied athlete for her age group.

In 1999 she rediscovered the joy of cycling, this time on a tandem bike. When Lindy very narrowly missed selection for the Sydney 2000 Paralympic Team the disappointment made her determined to be a member of the Australian team for the 2004 Games in Athens.

The Athens Paralympic Games were a triumph for Lindy. Not only did she make the team with pilots Janelle Lindsay and Toireasa Gallagher, but she and Janelle had the honour of being the first Australian females to win gold at the Athens Paralympic Games.

Australia Day Achievement Medallions give government departments a chance to acknowledge staff for outstanding performance in special projects or core duties.

Council to consider fifth round of stimulus measures

Council will consider a mayoral minute on a range of stimulus measures and support for the community as part of the organisation's COVID response at tonight's meeting.

The first round of economic stimulus measures was passed by Council in April, a second round in May, a third in June and a fourth was passed in September.

Mayor Bobby Bourke said it was important to continue to support our community well into the recovery period.

“Council will continue supporting community organisations with this fifth round of measures that are aimed to sustain and rebuild our economy. The total value of the stimulus measures to date is $754,527” he said.

Following are some of the measures to be considered by Council:

Previous stimulus measures include ongoing assistance to businesses and the business chamber, residents, sporting and community groups. The financial impact to Council as a result of the COVID 19 pandemic is estimated at $4,487,259 million although savings have been identified in the budget to help fund the losses.

Australia Day Achievement Medallion

Australia Day Achievement Medallions give government departments a chance to acknowledge staff for outstanding performance in special projects or core duties.

The award acknowledges staff that work in the public service area that deserve recognition for their commitment and contribution to the local community. Recipients will be presented with a certificate and medallion on Australia Day.

Living Legends

Nominations are now open for the 2021 Bathurst Living Legends. The title, Living Legend, recognises

the achievements of individuals and the way they have contributed positively to the community.

Council has developed a series of frequently asked questions regarding the approved go-kart track on land at Mount Panorama/Wahluu, as a result of community interest in the project.

The page also includes copies of the relevant Council reports and other documents that were considered by Council as part of the development application process.

Bathurst Cycling Classic

The Bathurst Cycling Classic will be held 12 – 14 March 2021 and includes the Hill Climb, Criterium and B2B (Bathurst to Bathurst) 100km road race. The event will be held over three days from Friday to Sunday.

Macquarie River - Wambuul and Fish River – Wambuul and is seeking community feedback on

Rockley and Sofala Village Plans

The Community Strategic Plan & Local Strategic Planning Statement calls for a review of the 2015 village plans to support sustainable growth and vitality within each village.

Engagement with the Rockley and Sofala villages community have commenced and is being planned in a COVID safe way. A background paper has been prepared to seek feedback from the Rockley and Sofala communities. The background paper outlines the existing village character and suggests a future vision and a range of planning strategies to achieve that vision.

National Asbestos Awareness Week

National Asbestos Awareness Week reminds Australians to be asbestos aware before they start any work around the home. Asbestos materials are still commonly found in bathrooms, laundries, and kitchens as well as behind tiles and under flooring. The campaign is calling on Australians to know the health risks, be aware of where asbestos might be found before starting work and to call a professional for help.

National Motor Racing Museum

New Special Exhibition - Dick Johnson Racing 40th Anniversary

In October 1980, a rock on the track at Mount Panorama would propel a struggling Queensland racer to national prominence, and kickstart a remarkable career at the very top of Australian Touring Car racing. With three Bathurst 1000 victories and five Australian Touring Car Titles, Dick Johnson would become a household name, and Ford’s leading light through the 1980s and 1990s.The latest Special Exhibition at the National Motor Racing Museum charts the rise of Dick Johnson through his early years as an amateur racer in Queensland, through the glory days of the 1980s and 90s, and the ongoing successes of Dick Johnson Racing, and DJR Team Penske. The Museum is open from 9am to 4:30pm daily, closed on Tuesdays.

Council has partnered with the National Garage Sale Trail campaign to bring one huge weekend of Garage Sales on 21 and 22 November. Red Alert for Chifley Dam

A red alert warning has been issued for blue-green algae at Chifley Dam, which is now closed to all recreational activities as of 4 November. The town water supply remains safe to drink. Council will continue to monitor the dam algae levels.

Waste Services Survey

Council and NetWaste are keen to better understand how residents of the Bathurst region utilise the kerbside waste services provided by Council. Asset Management Plans

Council has prepared draft Asset Management Plans for Aerodrome, Bridges, Buildings, Drainage, Footpaths, Parks and Recreation, Rural Roads, Sewer, Solid Waste, Urban Roads and Water, which are on exhibition for community feedback. Hard copies of the draft plans are available for viewing at the Council’s Engineering Services Department or can be downloaded from the YourSay Bathurst website, yoursay.bathurst.nsw.gov.au. Submissions can be lodged via YourSay Bathurst or in writing to The General Manager, Private Mail Bag 17, Bathurst, NSW, 2795. Submissions can be made until 4.00pm Monday 30 November.

Draft landscape plan for Sawpit Creek Open Space Reserve

A draft landscape plan for Sawpit Creek Open Space Reserve featuring an extension to the Kath Knowles pathway and providing connections to proposed and existing pathway networks within future subdivisions is now on display. the plan details a proposal to provide pedestrian links and new park and recreation facilities, whilst enhancing and protecting our natural vegetation corridors.
