Notice of Proposal – Electric Vehicle Charging Infrastructure – Domain Carpark, Stanley Street, Bathurst
Council has received a proposal from NRMA for a licence agreement to allow the installation and operation of electric vehicle fast charging infrastructure at the Domain Car Park on Stanley Street, Bathurst.
The land concerned is a portion of Lot 25, Section 72, DP 758065.
The Domain Carpark is a Crown Reserve (Reserve Number 66907) managed by Council under the Bathurst Regional Council - Council Managed Crown Land Plan of Management. Under this plan, car parking infrastructure, including electric vehicle charging, is a permitted purpose for which a licence can be granted in this location.
NRMA propose to install 2 x DC fast chargers and one AC destination charger, utilising 6 parking spaces. All costs associated with the installation and maintenance of the Electric Vehicle charging infrastructure will be the responsibility of NRMA. Council will negotiate a market based annual licence fee with NRMA.
A map of the proposed licence area is included here, as well as the proposed layout of the electric vehicle chargers and associated infrastructure. Note footpath access will be preserved.
The term of the proposed licence is five years with an option to extend for a further five years.

UPDATE: 23 September 2024
Council notes that the Domain Carpark and Stanley Street are closed for specific events.
In view of this and to protect these events Council has previously advised NRMA that, if the proposal is to proceed, Council will require a clause be included in the licence agreement which allows closure of Stanley Street with due notice given to NRMA.

Council has agreed in principle to enter into a licence agreement from NRMA for the installation and operation of electric vehicle (EV) fast charging infrastructure at the Domain Car Park on Stanley Street, Bathurst.
Mayor Cr Robert Taylor noted the introduction of additional EV chargers in the CBD puts Bathurst on the map as a desirable, future-focused destination.
"Having an effective and established EV network ensures that our city doesn’t miss out on visitation from the rapidly growing cohort of electric vehicle owners.
“It is important we continue to provide fast charging options for local electric vehicle owners as EV purchase rates only continue to rise” he said.
